TO      :      Heads of Departments, Bureaus, Offices and Agencies of the National Government including State Universities and Colleges, Government Owned and/or Controlled Corporations, Government Financial Institutions, and Local Government Units

SUBJECT      :      Heads of Depart: Adherence to the Standard Rates Mandated under Department of Budget and Management (DBM) Circular No. 2007-1 on the Payment of Honoraria to Lecturers, Resource Persons and Speakers

    1. Section 63.1(e) of the revised Implementing Rules and Regulations (IRR) of Republic Act No. (R.A.) 9184 mandates the Government Procurement Policy Board to establish a sustainable training program to develop the capacity of Government procurement officers and employees, and to ensure the conduct of regular procurement training programs by and for Procuring Entities.

    2. In line with this, the GPPB has recognized trainers who shall be authorized to act as resource persons or lecturers on R.A. 9184 and its revised IRR.

    3. DBM Circular No. 2007-11 provides the guidelines on the grant of honoraria to lecturers, resource persons, coordinators and facilitators who conduct seminars, training programs and other similar activities.

    4. The GPPB recognized trainers who are authorized to act as resource persons or lecturers on R.A. 9184 are within the coverage of DBM Circular No. 2007-1 regarding the grant of honoraria to lecturers, resource persons and speakers.

    5. All government agencies are hereby reminded to observe the standard rates and policies provided in DBM Circular No. 2007-1 in determining and granting honoraria to GPPB recognized trainers whenever they serve as lecturers, resource persons, or speakers on R.A. 9184 and its revised IRR.

    6. his Circular shall take effect immediately.
