COA’s Professional Development Office launches Training Management Information System (TMIS)

The Commission on Audit’s Professional Development Office (PDO), under the Professional and Institutional Development Sector (PIDS), in cooperation with the Administration Sector’s (AS) Information Technology Office (ITO), officially launched the Training Management Information System (TMIS) during the conduct of its hands-on training on 14 March 2024 at the Professional Development Center in Quezon City, Philippines.

The TMIS aims to foster a culture of continuous learning, enhance organizational efficiency, and optimize the Commission’s training efforts by automating the scheduling, tracking, and reporting of its training activities in keeping with COA Resolution Nos. 2013-020 and COA Resolution No. 2015-013 on the adoption of the Ladderized Training Program for COA and on the use of interactive and other media for Training and Development, respectively.

The launching was attended by PIDS Assistant Commissioner Lito Q. Martin and PDO Directors Mary Joyce G. Eruma and Olympia P. Balugay; AS Assistant Commissioner Lorna D. Cabochan and ITO Director Josephine B. Manalo; and the ITO-TMIS and PDO Teams.

In his message, Assistant Commissioner Martin underscored the value of leveraging technology and emphasized technology’s vital role in achieving organizational success. He emphasized this point using his 13 year-stint of successful engagement with various international organizations and institutions as the head of COA’s International Audit and Relations Office and in serving as an auditor of United Nation agencies himself.

Assistant Commissioner Cabochan, for her part, said that the TMIS completion is a dream come true for her. She had envisioned the system’s relevance towards PDO’s efficient delivery of training services especially for COA personnel.

The TMIS, originally referred to as Scholarship and Training Management Information System in its initial stages of development, was designed and developed by ITO for PDO. Almost contemporaneous with the onset of the Competency-Based Human Resource System where Learning and Development (L&D) is among its pillar Human Resource system areas, the TMIS platform has now become a component module of a more comprehensive Learning and Development Management Information System.

The TMIS will serve as the most comprehensive platform available for COA to manage all aspects of delivering its training programs methodically. Once the competency-based L&D system gets in full swing, it can serve as a centralized hub for storing and accessing training materials, scheduling sessions, tracking participant progress, and evaluating the effectiveness of each program. A more detailed report generated by the system would allow for a more in-depth analysis of training needs and outcomes, which can also support personalized learning paths and facilitate data-driven decisions to enhance future training strategies. Additionally, it would include tools for managing certifications and compliance tracking. Once fully implemented, a training database will be created to store course materials, schedules, and relevant participant’s information to centralize all training-related data within COA.

In the meantime, Resource Persons and Training Specialists/Course Coordinators can use the TMIS to allocate resources, schedule sessions, and disseminate materials. Participants can also access the system to register for courses in the nomination process, receive training related documents/materials such as advisories, office orders and certificates of appearance.
