The Commission on Audit (COA) conducted the first batch of the Online Training on the Handbook on the Financial Transactions of the Sangguniang Kabataan (HFTSK) on 26 February 2021 to help youth civil leaders realize financial independence in the management of their funds.
A total of 45 SK officials from different barangays in Metro Manila, Baguio City, Rizal, Batangas, Pangasinan, Zambales, Tarlac, Quezon, Mindoro, Eastern Samar, Southern Leyte, Sorsogon and Davao Oriental participated in the training conducted by the Commission’s Government Accountancy Sector (GAS) and the Professional and Institutional Development Sector
The session proper covers the specific rules, policies and procedures relating to the proper accounting, monitoring and documentation of the SK financial transactions, including SK budget, receipts/collections and deposits of SK Funds, disbursements/payments of SK Funds, supplies and materials, and property and equipment, and the SK financial statements and other reports. The course also provides a brief discussion on how to utilize the online facilities and introduced the use of GAS eLearning System, an online portal from which the asynchronous sessions are being facilitated.
The conduct of the Online Training employs two methodologies: synchronous and asynchronous learning. During the synchronous sessions, resource persons and participants meet via virtual classrooms and discuss the session proper scheduled every morning with at least three to four hours of interaction. While for the asynchronous sessions, participants are assigned with workshops and other materials such as recorded discussion of the synchronous session and online forums via GAS eLearning system to aid them with their queries and clarifications in relation to the topic.
The Commission, with the exclusive authority to promulgate government accounting and auditing rules and regulations, issued COA Circular No. 2020-003 dated 28 January 2020 prescribing the use of the HFTSK. With the belief that the youth has an essential role in nation building, the Commission recognized the need to guide and capacitate the youth on governing accounting policies and procedures relative to the proper recording and reporting of the funds entrusted to them. Republic Act No. 10742 also known as the SK Reform Act of 2015 carries provisions on financial independence, strengthening of the Local Youth Development Councils, and mandatory trainings for elected SK officials. The SKs shall have financial independence in their operations, disbursements and encashment of their funds, income and expenditures. Ten percent of the general fund of the barangay shall be set aside for the SK which shall be disbursed solely by the SK for youth development and empowerment purposes.
