The nomination of Commission on Audit (COA) Commissioner Roland Café Pondoc passed the scrutiny of the Committee on Constitutional Commissions and Offices and was confirmed by the Commission on Appointments during its plenary session on 14 March 2018.
Commissioner Pondoc was nominated by President Rodrigo R. Duterte to the Commission on 6 February 2018 for a seven-year term expiring 2 February 2025 vice Atty. Isabel B. Dasalla-Agito. His nomination breezed through the confirmation process without any opposition from the Committee members.
Committee Chairperson Senator Cynthia A. Villar’s speech for the confirmation of Commissioner Pondoc’s nomination, delivered by Congressman Rodolfo T. Albano III, said that “it is our solemn duty to confirm all those persons who shall guard the peoples’ fund with vigilance, competence and integrity and that is the reason that the Committee on Constitutional Commissions and Offices is convinced that Atty. Roland Café Pondoc, with his intelligence, experience and passion, is worthy to be appointed as Commissioner of the Commission on Audit.”
Senator Juan Miguel F. Zubiri seconded the motion for Commissioner Pondoc’s confirmation saying that he was regarded as a “simple, low-key, dedicated and competent government official.”
Commissioner Pondoc impressed the Committee with his stellar academic performance and impressive credentials. He finished his primary education from the University of Immaculate Conception (formerly ICC) and Rizal Memorial Colleges, and his secondary education from the Davao City National High School (formerly DCHS). He graduated magna cum laude from the University of Mindanao-Davao City with a Bachelor of Science in Commerce major in Accounting degree in 1988 and passed the Certified Public Accountant (CPA) licensure exam the same year. He obtained his Bachelor of Laws degree from the same university in 2001, earning the coveted Achievers Award and passed the Bar in 2002.
He discovered his love for the academe in 1994 when he started teaching in his Alma Matter, the University of Mindanao. His passion for education, which spanned for 22 years, brought him three Golden Harvest Awards for Outstanding Professor for the years 2008, 2009 and 2010. He was appointed Assistant Dean of the University of Mindanao College of Law and an OIC/Director of the Office of the Student Affairs.
Commissioner Pondoc was also a National Awardee as an Outstanding Business Educator in the Field of Accountancy in 2004 and 2011 conferred by the Philippine Council of Deans and Educators in Business and the Petron Foundation. Moreover, he became a National Awardee of the Philippine Institute of Certified Public Accountants (PICPA) three times: Most Outstanding CPA in Education (2008), Most Outstanding PICPA Member (2009) and Most Outstanding PICPA Chapter President (2015).
He started his career in government service in 2014 as a Legal Officer for the Southern Philippines Medical Center where he provided free legal assistance to indigent patients especially those indigenous people without birth certificates. He was later on appointed as Assistant Deputy Director General for Administration and Logistics/Finance, of the ASEAN 2017 National Organizing Committee where he was directly in-charge of all logistic requirements of each conducted meeting regardless of its location and the number of foreign and local delegates. He was also in charge of carefully and critically monitoring the proper utilization of the budget intended for the said events.
A CPA-Lawyer, he is also an accredited External Auditor by the Board of Accountancy, accredited Tax practitioner by the Bureau of Internal Revenue and an accredited External Auditor for Cooperatives by the Cooperative Development Authority. He is also a Licensed Real Estate Appraiser and a Licensed Real Estate Broker. #
