The Commission on Audit's (COA) beloved Chairperson Michael G. Aguinaldo ended his term as COA Chairperson on 02 February 2022, after seven years of extraordinary leadership and exceptional public service.

Chair Mike, as he is fondly called, led COA towards new frontiers and high level of effectiveness in the performance of its mandates. His work ethic and passion for excellence propelled him to greatness and a high level of respect that will be forever etched in the hearts of COAns. What makes Chair Mike most endearing to all COA officials and employees alike, is his kind-hearted nature that makes coming and working in COA an everyday pleasure.

The entire Commission expressed their most profound appreciation and gratitude, sweet farewells, and best wishes for Chairperson Aguinaldo in a simple virtual program held on 26 January 2022.

As Chairperson Aguinaldo’s term ends, COA regularizes 199 JO workers

Commission on Audit Chairperson Michael G. Aguinaldo, whose term of office ended on 2 February 2022, announced that the Commission on Audit (COA) had approved the regularization of 199 qualified Job Order (JO) workers, both in the Central Office and in the Regional Offices, to permanent employment in the Commission.

Chairperson Aguinaldo emphasized the importance of recognizing the loyalty and service that the qualified JO workers gave to the Commission. “These are qualified JO workers who have contributed, in their own ways, to the successful implementation of our programs and projects. I had promised them when I began my term of office that the Commission would work for their regularization. Thanks to the efforts of the people in the Commission, we are able to give these JO workers the peace of mind of security of tenure and the entitlement to the same benefits as regular employees,” said Chairperson Aguinaldo. He also acknowledged the authority to reorganize granted the Commission in the yearly General Appropriations Act and the support of the Department of Budget and Management and the Civil Service Commission in this undertaking.

Fifty-one out of the 199 JO workers have served the Commission for more than 10 years, 57 have been with COA for more than five years while 91 have worked in COA for less than five years.

New COA Commissioner Lipana takes oath of office; attends first CP meeting

A day after the Commission on Appointments (CA) confirmed his appointment, new Commission on Audit (COA) Commissioner Mario G. Lipana took his oath of office before COA Chairperson Michael G. Aguinaldo on 27 January 2022. After his oath taking, Commissioner Lipana promised to fulfill his duties faithfully to the best of his ability.

Meanwhile, the new Commissioner attended his first COA-Commission Proper meeting on 28 January 2022 and was welcomed by Chairperson Aguinaldo and Commissioner Roland C. Pondoc as the newest member of the Commission Proper.

CA confirms COA Commissioner Lipana’s appointment

The Commission on Appointments (CA) has confirmed the appointment of Commission on Audit (COA) Commissioner Mario G. Lipana on 26 January 2022. Commissioner Lipana was appointed COA Commissioner by President Rodrigo Roa Duterte for a term expiring on 2 February 2027 vice Commissioner Jose A. Fabia.

“I am thankful for the opportunity to serve the Commission as one of its leaders, having served this institution for 38 years without any break. The extensive experience, expertise and knowledge I have acquired will enable me to help in the implementation of more innovative programs, use of technology in modernizing audit and maintaining the Commission’s independence and integrity,” said Commissioner Lipana.

Commissioner Lipana is a career official who has been with the COA for more than 38 years. He rose from the ranks, joining the Commission in 1983 and serving as auditor of various government agencies including those in the legislative and executive departments and constitutional offices.

Prior to his appointment as Commissioner, he served as Regional Director of COA Regional Office No. IV-A and concurrently, Director of the Intelligence and Confidential Funds Audit Office under the Office of the Chairperson.
