WHEREAS, Rule III, Section 6c CSC MC No. 15, s. 1999, on Additional Provisions and Amendments to CSC MC No. 40, s. 1998, provides the general guidelines on secondment;

WHEREAS, notwithstanding the dissemination of CSC MC. No. 15, s. 1999, requests for secondment under COA Memorandum No. 99-068, dated October 6, 1999 have been acted upon despite failing to comply with the pertinent provisions of CSC MC. No. 15, s. 1999;

WHEREAS, Civil Service Commission Resolution No. 020302 dated February 28, 2002, states that, "the COA is advised to comply with all the requirements in their future requests for secondment";

WHEREAS, this Commission recognizes the need to ensure that requests for secondment are in accordance with the rules set by the Civil Service Commission;

NOW, THEREFORE, the Commission Proper resolves as it hereby resolves, to adopt the implementing guidelines for secondment as provided under Section 6(c) of CSC MC 15, s. 1999 and procedures for requests for secondment, marked as Annex "A" of this Resolution.
