WHEREAS, the Commission has embarked on the e-NGAS Project, that of providing a government accounting software for use by government offices;

WHEREAS, the team responsible for the e-NGAS implementation has encountered questions and problems at various stages of its implementation;

WHEREAS, the implementation of the e-NGAS has been ongoing for the past several years hence, the need to make an assessment of the program / project;

WHEREFORE, the Commission Proper resolves, as it is hereby resolved, to direct the creation of a team composed of personnel of the Management Services Office, MS/TS Sector, and the Administration, National, Local and Corporate Government Sectors, to conduct an assessment of the implementation of the e-NGAS. The Director, Management Services, shall supervise the team.

IT IS FURTHER RESOLVED, that the team to be created shall be guided by the issues identified by the Assistant Commissioners' Group in their Memorandum dated April 15, 2008, and shall include an assessment on the cost effectiveness or a value for money audit of the project as regards the user-agencies;

RESOLVED FINALLY, that the Assistant Commissioners shall evaluate the results of the assessment, and formulate recommendations on the e-NGAS within one month from the submission of the Assessment Report.
