COA marks 110 years with grand celebration |

The Commission on Audit marked 110 years of public service with a grand week-long celebration from May 4-8, 2009. The wide array of festivities included sports tournaments and fun games, a "Dekada" competition where teams presented the highlights of a particular decade in song and dance, livelihood trainings, symposia, awarding of the most outstanding employees, and religious services. |
Chairman Reynaldo A. Villar and Commissioner Juanito G. Espino, Jr. led COAns in commemorating a century and a decade of faithful performance of COA’s mandate. While the Commission rejoices in the glory of the past and present achievements, it also looks forward to facing the challenges of the future. Thus the theme for this year’s celebration: Enhanced Audit Functions through Policy Reforms. |

COA leadership The decision to revisit and eventually reinstitute pre-audit, albeit selective, through COA Circular 2009 – 002 of May 18, 2009 is proving to be a boldest and decisive leadership stroke for its timeliness. Coming amidst insistent calls from stakeholders of government, members of legislature, a concerned populace, political and religious leaders, the academe, the business sector, financial institutions both local and international, for government to rein in pervasive graft and corruption, the move to reinstitute selective pre-audit is being perceived to restore to a very great degree the government’s ability to arrest corruption and its debilitating effect on the economy, national development and governance on the whole. COA issues guidelines The Commission on Audit issued guidelines in assembling the downstream structure of the organization through COA Resolution No. 2009-0011 on May 19, 2009 following the initial implementation of the COA Organizational Restructuring. Following the issuance of the guidelines, the Commission Proper with the Assistant Commissioners and the directors held a Meeting-Workshop on the Implementation of the 2009 COA Organizational Downstream Restructuring on May 26, 2009 at the Old SAADO Auditorium.

Transition guidelines on The Commission on on Audit issued transition guidelines making clarifications on settlement of accounts through COA Memorandum No. 2009-17 on May 6, 2009. The Memorandum delineated the authority of COA officials in the issuance and evaluation of Audit Observation Memorandum (AOM), Notice of Disallowance (ND), Notice of Charge (NC), Notice of Suspension (NS) and other action on request for reconsideration and appeal following the 2008 COA Organizational Restructuring which abolished the Legal and Adjudication Offices and transferred their adjudication function to the Audit Cluster and Regional Offices. Outstanding COAns honored THIS YEAR’S COA Salutes the Best featured a full harvest of dedicated and skilled personnel as three lady auditors and five audit teams stand above their peers after being honored as the most outstanding. The Commission on Audit paid tribute to State Auditors Cecilia E. Caga-anan, Trinidad S. Gozun and Priscilla R. Gopez as the Most Outstanding Women of COA during the COA Salutes the Best program held at the Professional Development Center Auditorium on May 6, 2009. |
