COA, Inc. donates books

The Citizen’s Oversight on Accountability, Inc. (COA, Inc.), represented by
former COA Chairman Celso D. Gangan, author and former Commissioner Sofronio B.
Ursal and other members of the organization’s board of directors donated several
books in simple ceremonies held at the Professional Development Sector Library
on November 19, 2008.
Seven volumes of books mostly covering topics such as public sector audit
from barangay to the national level, government taxation laws and anti-graft
literature were turned over.
The titles are Philippine Government Auditing, with CD-ROM (2008 ed.),
Anti-Graft Guidebook (2006 ed.), Government Procurement Toolkit, with CD-ROM
(2004), How to Manage Barangay Finances, Pananalapi ng Barangay, Philippine Law
on Local Government Taxation, and Readings on Philippine State Audit.
On hand to receive the book donation in behalf of COA Chairman Reynaldo A.
Villar was Professional Development Sector (PDS) Assistant Commissioner Rogelio
V. Urbanozo. Directors Leila S. Paras of the PDS and Rolando S. Macale of the
PIO as well as several personnel of the PDS witnessed the event.

CSC affirms COA appointments to third level positions
The Civil Service Commission (CSC) has finally settled the issue of
eligibility of COA officials appointed to level-three positions.
Through Resolution No. 08-1203, the CSC affirmed that positions of Assistant
Commissioner, Director III & IV, and State Auditor V of the COA do not fall
within the coverage of the Career Executive Service and thus do not require CES
or CSE eligibility.
The CSC cited the Supreme Court in HIGC vs. Civil Service Commission and
Office of the Ombudsman vs. Civil Service Commission, upholding that the CES
covers presidential appointees only including positions such as Undersecretary,
Assistant Secretary, Bureau Director, and other officers of equivalent rank.
Thus, the positions of Assistant Commissioner, Director III & IV and State
Auditor are not part of the CES since these were not appointed by the President
but the Commission Proper.
As a result, the CSC reversed and set aside its prior action validating as
temporary the appointments of several assistant commissioners, senior directors,
assistant directors and senior state auditors.
The CSC, however, insists it retains the authority to declare a position as
highly technical or policy determining as provided under the Administrative Code
of 1987.
