Operating support sectors

Among the operating support sectors, those significantly changed were the Government Accountancy and Financial Management Information System (GAFMIS) which was renamed Government Accountancy Sector (GAS) with a renewed focus on the keeping of the general accounts; and the Management Services and Technical Services Sector which was renamed Special Services Sector (SSS).

In the new GAS structure, an assistant commissioner indirectly supervises the Government Accountancy Office (GAO) which is headed by a director and assistant director. The GAO is divided into the General Accounts Services I, II & III, General Accounts and Consolidation Services, Public Debt Monitoring Services and Accounting Research and Development Services, each led by a service chief with the rank of a State Accountant V.

The FMIS component of the old GAFMIS was integrated into the Information Technology Office (ITO) under the SSS.

The SSS also has an assistant commissioner indirectly supervising the Special Audits Office (SAO) which used to be the Management Services, Technical Services Office (TSO), and the ITO, formerly the defunct Information and Communication Technology Center. A director and an assistant director are in charge of each office.

The reinstated ITO is composed of the Information Systems Development and Maintenance Services, Systems Administration Services, Hardware Maintenance Services, Information Systems Audit Services, and the Information Systems Consultancy Services, each led by a service chief.

The Legal and Adjudication Sector, on the other hand, was renamed Legal Services Sector (LSS) and is headed by the General Counsel who, while an assistant commissioner, retains direct control over the Adjudication and Legal Services Office (ALSO).

The General Counsel continues to perform advisory and consultative functions and render legal service with respect to the performance of the functions of the Commission and the interpretation of pertinent laws and auditing rules and regulations. The General Counsel likewise holds oversight functions over the Fraud Audit and Investigation Office (FAIO) under the LSS.

The ALSO has a director and an assistant director in charge and is divided into four: Adjudication and Legal Services-National, Local, Corporate, and other Legal Services, each led by a service chief with the rank of Attorney VI.

The FAIO, meanwhile, is composed of five sections: Fraud Audit Services-National, Local, & Corporate and the Administrative Investigation Services I & II. A director and an assistant director head the office with a service chief for each section.

The Administration Sector is indirectly supervised by the assistant commissioner and is divided into the offices of the Human Resource Management, General Services, Medical and Dental Services and the Personnel Welfare and Assistance (PWA).

The changes in the Medical and Dental Services Office call for an assistant director to head the office with a Medical Specialist V heading the medical services, a Dentist V in charge of the dental services and a Medical Technologist V leading the laboratory services.

The new structure of the Professional Development Sector involves a new section, the international training and research services which is directly under the assistant commissioner who exercises indirect supervision over the Professional Development Office (PDO).

Leading the PDO is a director and an assistant director with a service chief in charge of the training research, program design, development and evaluation services; technical skills training services; library, printing and publication services; and career service and senior executive training services.

Lastly, the Finance Sector was renamed Planning, Finance and Management Sector with an assistant commissioner at the helm indirectly supervising the Accounting Office and the Risk Management and Budget Office.

The sections under RMBO are renamed Risk Management and Strategic Planning Sevices, Review and Evaluation Services, Budget Preparation Services and Budget Execution and Accountability Services.
