BULLISH ON REFORMS, the Commission on Audit restructured its organization in response to developments in the economic, financial, political and social structures. Through COA Resolution No. 2008-012 dated October 10, 2008 COA stresses "the need for the organization to be realigned with the national government’s thrusts towards decentralization and regionalization." |
Among the changes in COA’s structure are the formation of the Assistant Commissioner’s Group as an executive management committee of the Commission with oversight functions; and the reinstitution of the Regional Coordination Office under the Office of the Chairman and the Information Technology Office under the Special Services Sector. Meralco undergoes THE COMMISSION ON AUDIT has begun its rate audit of the Manila Electric Company (Meralco) following an Energy Regulatory Commission (ERC) Order and pursuant to an earlier Supreme Court (SC) decision. The rate audit is conducted pursuant to the SC decision in Meralco vs. Genaro Lualhati, et. al dated December 6, 2006 and the ERC Order dated September 3, 2008 to determine whether the distribution rates charged by Meralco generated a reasonable return using the Return on Rate Base (RORB) Methodology. Chairman Villar heads COA CHAIRMAN REYNALDO A. VILLAR led COA delegations to the Food and Agriculture Organization (FAO) in Rome from June 26 to July 2, 2008 and to the 62nd Regular Session of the United Nations Board of Auditors (UNBOA) in New York from July 4 to 21, 2008, respectively. COA was given an orientation and briefing on FAO operations by its key officials in preparation for the formulation of the Commission’s strategic audit plan as new external auditors of FAO from 2008 to 2012. Joining the Chairman were Assistant Commissioners Arcadio B. Cuenco, Jr., Director Joseph B. Anacay, and State Auditors Emelyn E. Reyes and Michael L. Racelis. [ Full Story ] |

COA auditor wins ANOTHER OUTSTANDING COA auditor won this year’s prestigious "Dangal ng Bayan" award, joining the elite circle of exemplary public servants so honored by the Civil Service Commission (CSC). State Auditor Adela B. Cortez of the Nueva Vizcaya Provincial Office, Local Government Audit Sector, Cluster II was conferred the award by President Gloria Macapagal-Arroyo in simple rites held at the Rizal Hall of the Malacañang Palace on September 19, 2008. 36 COA senior executives THE SENIOR EXECUTIVE Development Program (SEDP), the equivalent of the Career Executive Service Officer (CESO) Program of the Civil Service Commission, produced two new batches of career executives as it welcomed graduates of Batch XIX and XX. Chairman Reynaldo A. Villar with Assistant Commissioner Rogelio V. Urbanozo and Director Leila S.
