Chairman Guillermo N. Carague named
Director Gloria S. Cornejo as Local Government Sector’s new Assistant
Commissioner on July 17, 2007. Meanwhile, five other COA Officials, Directors
Leonor D. Boado and Winefredo E. Brillantes are now senior directors while State
Auditors Maria Fe A. Dinapo and Veronica C. Coscos and Regional Administrator
Elwin Gregorio A. Torre were named new assistant directors.
Assistant Commissioner Gloria S. Cornejo
Now holding the third highest position in the Commission, AsCom Cornejo’s
outstanding contributions in her 30 years of audit service proves that she is
indeed one of COA’s finest auditors. She started her career in COA in 1977 as
Fiscal Analyst II. A year after she became COA Auditor III and was promoted to
COA Auditor VII in 1980. From then, she continuously rose to ranks of State
Auditor IV in 1986, State Auditor V in 1989, Director III in 1992and Director IV
in 1997, until her appointment as Assistant Commissioner.
Her exemplary performance in the field of audit has been recognized with
Outstanding Employee Award in 1978, State Audit Management Award as Chairperson
of the Secretariat of the INTOSAI Congress in 1983, and one of the Ten
Outstanding Men and Women of COA in 1989.
A Certified Public Accountant, AsCom Cornejo completed her accounting degree
at the Far Eastern University. Prior to this, she is already an AB English
degree holder from the University of Sto. Tomas. She also earned 36 units of
Master in Business Administration at the Polytechnic University of the
Philippines.
Director Leonor D. Boado
An exemplary public servant possessing a brilliant legal mind and extensive
audit experience, Atty. Leonor D. Boado was named senior director on September
24, 2007. A Certified Public Accountant and a lawyer, Director Boado was chosen
as the singular COA scholar in law course and earned her Bachelor of Laws,
magna cum laude, class valedictorian and outstanding graduate in 1995 from
the University of the East where she also completed her Bachelor of Science in
Business Administration major in Accounting degree in 1973.
Director Boado’s sterling career in public service spans 29 years of
dedication and hardwork. She rose from the ranks, first joining COA as an
auditing examiner at the Philippine Coconut Authority in 1979. She has since
served in various capacities as state auditor and senior attorney prior to her
appointment as assistant director at the Legal and Adjudication Office in 2003.
As a testament to her excellent work, Ms. Boado was twice honored as "COA’s Most
Outstanding Woman" in 2001 and later, as a member of the "Most Outstanding Audit
Team" in 2002. She also received a citation for Subsidiary Audit after EDSA in
1987. She is now an author of three law books in criminal law and a bar reviewer
in the same subject.
Director Winefredo E. Brillantes
Director Winefredo E. Brillantes boasts of 29 years of exceptional public
service, all as a COAn. He joined the Commission as senior COA investigator in
1979, a year after obtaining his Bachelor of Laws degree from the University of
San Agustin where he also earned his undergraduate degree in 1973.
Mr. Brillantes’ career in COA was mostly spent in Region VI where he served
as auditor of the Development Bank of the Philippines Calapan and Bacolod City
branches, Western Visayas Medical Center, Department of Trade and Industry and
Department of Agriculture all in Iloilo City. He was appointed Attorney VI of
the COA Regional Office VI in 1997 and later assistant director in 2001 where he
was assigned in the national, local and corporate sectors of the Commission. He
was named senior director on September 18, 2007.
Director Elwin Gregorio A. Torre
Director Elwin Gregorio A. Torre joined the Commission in 1984 as an Auditing
Examiner assigned at the National Government Sector. Five years later, with
dedication and hard work, he became State Auditor II, and has been consistently
promoted until he was appointed State Auditor V in 1999. He was named Local
Government Sector Cluster III Assistant Director on November 5, 2007.
A valuable asset to the Commission, Director Torre is a Certified Public
Accountant and a lawyer. He earned his BSC Accounting degree at the Manuel L.
Quezon University in 1983, and his Bachelor of Laws degree at San Sebastian
College in 1991.
Director Maria Fe A. Dinapo
Director Maria Fe Dinapo was appointed assistant director of the
Finance-Accounting Office on September 26, 2007. Joining COA as an auditing
examiner in 1985, she was promoted to State Auditor (SA) II in 1989 and four
years later, became SA III. She was appointed SA IV in 1998 and SA V in 2003
before her appointment as assistant director.
Following a brief stint at the Management Support Group-Office of the
Chairman in her early years at COA and five years as officer-in-charge at the
Management Audit Division, Director Dinapo has been a valuable asset at the
Finance Office since joining the sector in 1985. A Certified Public Accountant,
Ms. Dinapo graduated magna cum laude from the Divine Word College where
she earned her Bachelor of Science in Commerce major in Accounting in 1981.
Director Veronica C. Coscos
Director Veronica C. Coscos’ career in COA spans 27 years of fruitful service
in diverse fields beginning as audit examiner assigned at the Accountancy Office
in 1981, a year after passing the CPA Board Examinations. She has since been
involved in various audit engagements of the Accountancy, Public Debt Auditing
Office, NGS. A UN Auditor, Ms. Coscos has also served under the Government
Accounting and Financial Management Information System Sectors as well as at the
Offcie of the Chairman.
Named assistant director at the Finance –Treasury, Planning and Budgeting
Office on September 11, 2007, Director Coscos earned her Bachelor of Science in
Accounting degree in 1980 at the Polytechnic University of the Philippines where
she also took graduate studies.
