The 1.2 million strong workforce of the national government,
led by the Philippine Government Employees Association (PGEA) and the National
Convention of Government Employees Working Council (NCGEWC), marked the National
Government Employees’ Week from December 6 to 11, 2004.
This year’s celebration revolved around the theme: "Kawani-Bayani
ng Bayan: Iangat ang Kabuhayan--Tanggalin ang Katiwalian." It coincided with
the 59th anniversary of the PGEA and
the 8th anniversary of the NCGEWC.
Pursuant to Presidential Proclamation No. 1130 dated November
11, 1997, the first week of December of every year is marked as the National
Government Employees’ Week to "focus attention on the invaluable services
rendered by deserving government employees and underscore their invaluable
contribution to nation building" as well as "recognize the best effort of
government employees and encourage them to achieve efficiency in the public
A thanksgiving mass held on the first day at the PGEA
Compound, Diliman, Quezon City kicked off the celebration, followed by the
opening of the Tiangge and Housing Fair which ran until December 11.
Other activities included a motorcade, the holding of the
Negosyo Forum (orientation seminar on PGEA Home Care Products), launching of
Dulugan ng Bayan Desk, early Christmas gift sharing, a raffle draw, and
Public Sector Union Day featuring GSIS E-Card processing for union leaders.
The week-long celebration was capped by the National
Convention of Government Employees held at Heroes Hall, Malacañang on December
9, 2004 with President Gloria Macapagal Arroyo as guest of honor. Philippine
Government Audit Services Employees Association (PHILGASEA) President Mario
Ortega attended the Convention.
Earlier, Executive Secretary Eduardo R. Ermita issued
Memorandum Circular No. 72 on November 2, 2004 enjoining "all officials and
employees in all departments, bureaus, and agencies of national government
including government owned and controlled corporations, government financial
institutions, state universities and colleges, as well as local government units
and government employees organizations to participate in the activities for the
meaningful observance of National Government Employees’ Week".
