The Commission on Audit has established the "COA Program
on Awards and Incentives for Service Excellence" (COA-PRAISE) which is
designed to encourage creativity, innovativeness, efficiency, integrity and
productivity among its officials and employees.
Under the program which was created in a Commission Proper
Resolution approved by Chairman Guillermo N. Carague and Commissioners Raul C.
Flores and Emmanuel M. Dalman, COA will give COAns due recognition and reward
for their brilliant ideas, inventions, superior accomplishments and other
personal efforts that contribute to the efficiency, economy, or other
improvements in the operations of COA or its auditees, or for any other
extraordinary acts or services in the public interest.
Besides encouraging creativity and innovativeness, COA Praise
also aims to foster among COAns the desire for excellence and uplift the
standards of performance in the audit service, as well as instill in them a deep
sense of responsibility, integrity, loyalty and efficiency.
The program applies to all COA officials and employees in all
places of assignment, whether occupying core or non-core positions and
regardless of employment status.
Subject to further selection processes, COA Praise awardees
— to be honored during the annual COA anniversary celebration — will be
eligible as nominees for any of the national honor awards: Lingkod Bayan, Pag-asa
ng Bayan and Dangal ng Bayan Awards which are given every year under the
auspices of the Civil Service Commission.
Under the COA-Praise, the following classes of achievements
may be entitled to an award: 1. The idea type; and, 2. The performance type
which includes sustained work performance, extraordinary act or service; and, 3.
The community service type.
Ideas, suggestions or inventions that result in: economy of
operation, increased productivity and improved working conditions, or give any
similar benefit to the Commission on Audit or its auditees, are the attributes
of the idea type of achievements.
Indicators of the idea-type achievements are: Originality of
idea or suggestion, its impact and applicability, relevance to COA audit
service, substantial or material savings realized, increased output, shortened
processing time, and practicability and responsiveness to needs.
The attributes of sustained work performance, on the other
hand, are consistent, dedicated and outstanding performance in assigned task or
creditable accomplishments in special assignments.
Among its indicators are: Performance exceeding
commitments/targets; assistance to and cooperation with co-workers; ;positive
work attitudes; positive attitude to change introduced; and public or auditee
recognition.
The attributes of the extraordinary act or service include
display of selfless devotion and commitment to duty and courageous performance
of extraordinary act of service in connection with, or related to one’s
official functions.
Extraordinary act or service indicators are: Initiative
without thought of reward or promotion; selfless devotion to duty unmindful of
risk or temptation inherent in the work; relevance to at the audit service; and
public or auditee recognition.
For the community service-type achievements, the main
attribute is volunteer service to the community in the spirit of humanitarianism
during times of calamities or emergencies.
Indicators of the community service-type are recognition by
the community and number of persons assisted.
The awards to be given under the COA-Praise are:
1. Outstanding Performance Awards, namely: Outstanding COA
Executive Award for COA Officials from the rank of SGs 25-29; Outstanding COA
Employee (Level 2), for those belong to SGs 11-24; Outstanding COA Employee
(Level 1), for those belonging to SGs 1-10; and Outstanding Auditing Unit/Team
Group Award.
