Top officials of the Commission on Audit led by Chairman
Guillermo N. Carague and Commissioners Raul C. Flores and Emmanuel M. Dalman
held the annual planning conference on January 15-17, 2003 at the Mimosa Leisure
Estate in Clarkfield, Pampanga.
The conferees charted new directions and came up with
strategies for the attainment of an enhanced COA state audit for improved
government service which was the main message of the conference theme
"HOPES (Hopes, Plans & Expectations) — COA: Enabling Good
Governance."
The theme is a take-off from one of the goals of last year’s
planning meet in Tagaytay City which is COA’s "paradigm shift from a
disabler to an active enabler," best described by Chairman Carague as the
capability of COA "to suggest to its clients better ways of doing
things."
The conference came up with the various "hopes"
COAns would aspire to attain and realize this year in furtherance of COA’s
desire to become an enabler of good government. These are:
— Enhanced productivity through p uterized New Government
Accounting System in place; Simplified and/or amended COA rules and regulations;
and recommended simplification/amendment of laws, as well as the regulations of
other government agencies — which all come under the paradigm shift from
Complexity to Simplicity.
— Value added services rendered for improved agency
operations; Continuing pursuit of constructive and reasonable application in
audit of laws, rules and regulations, which would show the paradigm shift from
Form to Substance.
Various COA clusters will craft their respective plans and
strategies for the achievement of "hopes" and "shifts" for
COA as enabler of good governance.
Assistant Commissioners Emma Espina, Raquel R. Habitan,
Francisco B. Escarda, Jorge H.L. Perez, Lourdes B. Dimapilis, Flerida V.
Creencia, Marcelino P. Hanopol, Jr., Sofronio L. Flores, and Reynaldo A. Villar
all played key roles in the conference attended by all COA Directors, Assistant
Directors and some Senior COA Auditors.
This year’s planning exercise also featured the giving of
fitting tributes to AsComs Perez and Hanopol and Senior Director Lourdes V.
Alejan who retire early this year after long years of meaningful, meritorious
and fruitful government service.
AsCom Creencia of the Professional Development Center (PDC),
acting as moderator, and her able assistants, set into motion the workshops and
presentations, and steered the conference into successfully tackling the various
issues and concerns which the meeting had sought to address.
AsCom Dimapilis, who formally opened and set the tone for the
conference, and Dir. Mileguas Leyno and selected members of their staff provided
the friendly and efficient coordinative, administrative and other conference
services and attended to the needs of the conferees and support personnel.

January 15 - Going to the Conference Venue
Two COA buses left the COA complex at around 3:45 p.m. for
the conference venue, Mimosa Leisure Estate in Clarkfield, Pampanga. Travel was
easy and relaxing because the traffic was rather light at that time. Snacks were
provided during the travel.
After being brought to their "villas" the conferees
freshened up for dinner and the socials, and Teambuilding Activity which was
held at the estate's open patio.
