It is now known to many that with the help of a small group
of specially selected veteran COA officials, auditors and other personnel,
Chairman Carague, early into his first year as COA Chair, worked on the NGAS
which was finished in just four months at practically no cost to the government.
The computerized version of the NGAS which has many features
not found in the replaced system, including the establishment of "responsibility
centers," is targeted to result in a practically paperless accounting
processes. It is now being piloted in several selected government agencies and
local government units.
In giving the Outstanding Professional (CPA) of the Year 2002
Award to Chairman Carague, the PRC also gave recognition to his
"outstanding contribution to the accountancy profession as management
consultant responsible for the design and installation of a number of accounting
and management information systems in manufacturing, merchandising, agricultural
and service firms and entities, both in the government and private sectors,
covering a period of 26 years."
Chairman Carague and the other Outstanding Professionals of
the Year 2002 each received the PRC Symbol of Recognition Award trophy, a
three-sided work of art, cut in glass, on a solid base with the PRC Seal on top.
The first of the trophy’s three sides represents "the
reflection of the awardee’s soul: Integrity, undeviating honesty and strict
fidelity to his code of ethics; the second side, the reflection of his
intellect: Competence, total knowledge enhanced continuously, and skills
sharpened through the years; and the third side, the reflection of his growth:
Productivity, brilliancy in applying his wisdom, and illustrious
The trophy, designed by Lourdes Pagulayan and its text
written by Eduardo B. de Guia, is cut in glass to symbolize transparency,
openness to scrutiny and for his actions to be worthy of his peers’
admiration. Its solid base reflects the unifying force that puts together all
these qualities, and the strength that makes him truly outstanding. The PRC Seal
on Top symbolizes the guide, the moving spirit and the light that inspires the
unending pursuit of professional excellence.
