Two giant organizations of Certified Public Accountants and
audit service employes in the country and all the regional directors and
assistant directors of the Commission on Audit have formally endorsed to the
powerful Commission on Appointments the confirmation of the appointment of Chair
Guillermo N. Carague as Chairman of the Commission on Audit.
In separate resolutions addressed to the Chairman and Members
of the CA, the Philippine Government Audit Service Employees Association (PhilGASEA)
and the Government Association of Certified Public Accountants (GACPA), both
cited Chairman Carague’s unsullied integrity and proven honesty, his vast
experience and expertise in the fields of management and finance, his
professionalism and leadership, superb credentials, and commitment to good
governance to justify their plea for the early confirmation of his appointment
as CPA Chair.
The GACPA, headed by its National President, COA Region IV
Director Tito S. Nabua, is the country’s largest sectoral organization of
CPAs, while the PhilGASEA, which is under the stewardship of its President
Hilario Virtudazo, Jr. is the union of more than 10,000 COA rank-and-file
employees nationwide.
The PhilGASEA resolution also cited Chairman Carague’s
recent election to an unprecedented six-year term as member of the prestigious
United Nations Board of Auditors which earned international honor and prestige
for the country and affirmed the world community’s recognition of the globally
competitive audit capability of Filipino auditors; as well as Mr. Carague’s
consistent support to the ideals of public sector unionism.
In a related move, the directors and assistant directors of
COA’s 15 regional offices, attending an orientation-seminar on the New
Government Accounting System at COA Central Office unanimously approved a
manifesto addressed to the CA expressing their “full and unconditional support
and indorsement of the early and immediate confirmation of the appointment of
the Honorable Guillermo N. Carague as Chairman of the Commission on audit.”
The COA regional officials told the CA: "Chairman
Carague best exemplifies a leader who has the diligence of a good father of a
family, devoted and committed to the ideals of our institution since his first
day in office.”
They said Mr. Carague manifested these sterling traits by his
first official initiative of “healing the wounds of divisiveness in our
institution,” thus instantly improving the working relationship among the
members of the COA Family.
“Overnight,” they added, “he unknowingly became an
inspirational figure in our agency, thereby greatly enhancing the motivation of
the Commission’s workforce to become models of an ideal public servant.”
They said that as a man with a vision and mission, Chairman
Carague epitomizes developmental reforms by introducing innovations designed to
impact on the financial system of all government institutions, notably the New
Government Accounting System the computerization of which is now in the making.
The COA Directors also cited Carague’s latest
pre-confirmation feat - his unanimous election by the United Nations General
Assembly to an unprecendented six-year term as member of the UN Board of
Auditors - proving, they said, his globally recognized professional competence
and excellence in the fields of accountancy and audit.
The officials, auditors and other personnel of COA Region VII
led by Officer-in-Charge Carmelita Cabahug also sent the Chairman and Members of
the appointments body a “Manifesto” endorsing the confirmation of Chairman
Carague’s appointment as COA Chief.
“Chairman Carague possesses impressive credentials and
qualifications that make him Our Man,” the manifesto stated as it echoed the
Chairman’s notable accomplishments cited by the regional directors’ group.
Some three hundred COAns of Region VII signed the manifesto of support.
