GACPA holds 24th National Convention

The “box-office” success of the 24th National Convention of the Government Association of Certified Public Accountants would be a very hard on November 7-10, 2001 at the Cebu Plaza Hotel in Lahug, Cebu City to duplicate. Going right smack into typhoon “Nanang” and still being able to gather an unparalleled number of delegates [1,400] was no mean feat. This year’s assembly of financial managers and advisers that stood the test of time!

A motorcade with whistle stops at the office of the Governor of the Province of Cebu and the Presiding Officer of the Cebu City Council signaled the start of event. Annual GACPA National Convention. Twenty of the 26 chapters presidents were in attendance in the joint board and chapter presidents’ meeting held in the early evening of the 7th. The issue on the needed revisions to adapt the association’s by laws to the needs of the times and some other chapter concerns were discussed.

The convention formally opened on November 8 at the Vises Ballroom of Cebu Plaza Hotel in the Queen City of the South,

For awhile everyone in the room forgot all about typhoon “Nanang and had a touchingly religious experience in the Sinulog and doxology that conveyed the message of peace, love and brotherhood.

The opening remarks of GACPA National President Tito S. Nabua, was a rather gentle but challenging reminder to the GACPAns on the need revisit the spirit of EDSA Dos and see how the growth and development it has spawned could be sustained.

On hand to welcome the delegates was the young and handsome Cebu Vice-Mayor Michael Rama with Senior Deputy Executive Secretary Luis C. Liwanag II delivered the keynote address.

The other technical speakers of the day, Senator Rodolfo Biazon and former DBM Secretary Enriquez, likewise gave the GACPANs more foods for thought as they shared their personal views. Secretary Nani Perez of DOJ was indisposed, but his message was ably conveyed by DOJ Assistant Secretary Elvira P. Atanacio, one of the revered members of the GACPA Advisory Council.

“Makalumang Sayaw sa Makabagong Tugtugin” was the theme of the fellowship night that saw host Chapter Cebu winning the 1st prize. But the revelation of the evening was the 2nd placer that interpreted the singkil to the tune of “Uptown Girl” - the COA Region IV Chapter headed by Chapter President Bienvenida “Benny” Cacatian. The chapters from Negros, Iloilo, Palawan and Baguio-Benguet also joined the friendly competition.

The national board with the help of advisers and friends of the association also presented their well-applauded interpretation of the nights theme. But the best part of the evening was still the dance for all, a night to remember indeed!

Sportsfest 2001 was held starting in the early hours of November 9. Spearheading the activities was no less than GACPA President Nabua and Ed Cruz. Dai O. Encarnacion together with Dex Perseveranda were the MCs of the activity.

Cabinet Secretaries Emilia Boncodin and Mike Defensor of Budget and Housing respectively, had to make last minute replacements due to some unavoidable circumstances.

Senator Panfilo Lacson talked about the need to stop criminality. “The key to economic recovery should be a community effort against crime considering that it is not only one sector of society that benefits from a crime-free society.”

The focus of the convention centered on the “New Government Accounting System” (NGAs) of Chairman Carague. Director Felicitas C. Ona, of the Commission on Audit Accountancy Office, represented the Chairman. Expecting only an overview of the NGAs, it was a pleasant surprise for the GACPANs that Director Ona instead gave an in-depth mini-seminar on the topic.

CSC Commissioner Valmores gave a last talk on “Moral Regeneration and Sustained Growth in a Global Economy”, this year’s theme of the GACPA. Executive Vice-President Lilia A. Borjal-dela Peña of the National Telecommunications Commission Region IV gave the closing remarks.

Last day activities started with a Thanksgiving Mass at the Plenary Hall where a second collection was made for the typhoon victims in Camiguin. The Election of 2002 Directors closed the week long convention, with the ANV Chairperson emerging as the top winner. Chit Miranda of COA Regional Office No. III and Danilo Lagason of Bulacan PAO were elected to the GACPA National Board of Directors.
