wins unprecedented 6-year term in the United Nations Board of Auditors |

The United Nations General Assembly has unanimously elected Commission on Audit Chairman Guillermo N. Carague to an unprecedented six-year term as member of the powerful UN Board of Auditors, the body tasked with the audit of all UN offices, agencies, missions, funds and programmes in different countries worldwide. Representing the Philippines and the Commission on Audit, Chairman Carague was elected by acclamation on November 2, 2001 at the UN Fifth (Finance) Committee meeting during the 56th Regular Session of the 178-member United Nations General Assembly held at the UN Headquarters in New York. |

Chairman Guillermo N. Carague has unveiled the New Government Accounting System (NGAS) which will replace the almost half-century-old and outmoded present system. Now known as the “Father of the New Government Accounting System,” Chairman Carague presented the work to top COA officials during a three-day orientation seminar held at the SAADO Auditorium on November 14-16, 2001. The NGAS is now embodied and prescribed in COA Circular No. 2001-004 dated October 30, 2001 which was issued to all heads of National Government Agencies by the COA Commission Proper composed of Chairman Carague and Commissioners Raul C. Flores and Emmanuel M. Dalman. It takes effect on January 1, 2002 [ Full Story ] |
Proud and jubilant COA officials and employee of the Commission on Audit gave Chairman Guillermo N. Carague a hero’s welcome on November 9, 2001 following his unanimous election by the United Nations General Assembly as member of the powerful UN Board of Auditors. Chairman Carague, who now sits in the board as its Chairman, was elected by acclamation at the meeting of the UN Fifth Committee on November 2, 2001, during the 56th Regular Session of the UN General Assembly in New York. Mabutas, Ph.D., the Director of the Commission on Audit’s International Audit Division in New York and head of External Audit, UN Board of Auditors, in the early 90s, is now the No. 2 highest official of the United Nations World Food Programme. The World Food Programme is the UN’s Food Aid Organization
and the world body’s front-line agency in the continuing fight against global
hunger. In 1999 alone, it extended food aid to some 83 million people in 83
countries, including most of the world’s refugees and internally displace
people. |
